41 The cities of the Levites in the midst of the possession of the people of Israel were in all forty-eight cities with their pasturelands.

The fact that there are forty-eight cities might be a very deliberate attempt to emphasize that the Levites also have a place in the Promised Land, albeit a scattered existence. There are four Levite clans and twelve tribes of Israel which make up the number forty-eight.1
