What does "all the rest of Israel" want to emphasize?

Ezra 2:70 (ESV)

70 Now the priests, the Levites, some of the people, the singers, the gatekeepers, and the temple servants lived in their towns, and all the rest of Israel in their towns.

A better translation would be all Israel. Ezra 2:70 wants to emphasize that the people who came back to the land are all the people of Israel, the complete people of God.
