Why did the Israelites not listen to Moses?

Exodus 6:9 (ESV)

9 Moses spoke thus to the people of Israel, but they did not listen to Moses, because of their broken spirit and harsh slavery.

Moses proclaims God’s Word to the people, but the people do not listen.

This is in line with Exodus 5:21, where Moses is blamed for the fact that their work as slaves has only become harder. Contrary to what it showed in Exodus 4:31 (they believed), they have no trust in the promises (and the oath!) of God.
