What is the motivation for the Lord to make such promises?
Leviticus 26:13 (ESV)
13I am the LORD your God, who brought you out of the land of Egypt, that you should not be their slaves. And I have broken the bars of your yoke and made you walk erect.
The Lord delivered Israel out of slavery in Egypt. As such, they have been removed from the place of oppression. As a nation, they may now conduct themselves with dignity.
